Valley Village has a track record of having residents who have worked incredibly hard to sustain their neighborhoods & everything in it that makes it unique.    Since the 1980's citizens have been involved with their Council members every step of the way.  

All of that hard work is what has made Valley Village, Valley Village.  Until now.

THE HISTORY OF HISTORY

In 1962 the City's Cultural Heritage Ordinance was enacted and a five-member Board was selected with the responsibility of designating the city's historic buildings, monuments and other cultural features to avoid having them filtered through the Planning Commission, which is what it is today.

"It would declare as a matter of public policy that cultural heritage is important to the community and is a public necessity and it would incorporate cultural heritage factors into the general plan. 

It was designed to preserve the valuable landmarks of the past and those things which might very well become landmarks of the future from careless and thoughtless destruction".  said by Vice President of the Board of Municipal Art Commissioners in January of 1962.

 

Here we are 53 years later; the future he was talking about.  

Now, Office Of Historic Resources is run by the Principal Planner of the Citywide Planning Division for the City of Los Angeles, Ken Bernstein.  The other employee is architect Lambert Giessinger.    Today, the Mayoral appointed Cultural Heritage Commissioners are all architects.     

In 1987 Board members included a dentist, a clothing designer, a businesswoman and a retired teacher.

By 1991 Los Angeles had a full-time preservation staff of two -- both secretaries.   At the time, New York had more than 75 staff members, 

Chicago about 15.

Valley Village has ONE Historic-Cultural Monument, HCM#793 designated in 2005.


 

Some VERY informative and interesting Historical LA Times articles will give you some insight as to how the Cultural-Heritage Commission came to be. How as early as the 80's and 90's Los Angeles has been the only city to appoint Commissioners having no experience with history, specifically pertaining to the San Fernando Valley.

CITY OFFICIALS & THE 'HOUSING CRISIS'

First word of a housing crisis was found to be in 1918 when a telegram from R.W. Pridham, chairman of the Los Angeles division of the State Council of Defense from the War Industries Board, announced rulings as to building and other construction work.   Los Angeles was granted the new regulations before any other city due to its "unusual local conditions".     Although the alleged housing crisis chronicles throughout the 1930's and 1940's, we omitted more than a dozen articles for that time period in all fairness of the war.
